I will summarize recent work that aims to blend standard phenomenological approaches of TMD factorization and evolution with the goal of identifying and extracting nonperturbative hadronic structure. I will argue that certain constraints are needed in order to maintain a parton model interpretation while at the same time including a consistent treatment of evolution and perturbation theory. Some early implementations will be shown, and future directions will be summarized, particularly with regard to spin dependent TMD pdfs and fragmentation functions.
